Highlights

This course aims to introduce participants to the Constitution of the People's Republic of China, the Basic Law of the Hong Kong Special Administrative Region, the Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region, and the Safeguarding National Security Ordinance. The course will provide a comprehensive overview of the national constitutional framework, explain the constitutional status of the Special Administrative Region established under the Constitution and by the Basic Law, elucidate the concept of national security, and discuss the significance of safeguarding national security in Hong Kong Special Administrative Region.Relevant knowledge helps stakeholders understand the application of the concept of national security in daily life.

It will be particularly helpful for Hong Kong social workers, educators, students and parents to accurately grasp the relevant national policies and legal provisions.

Programme Details

Upon completing the course, students should be able to:

  1. Recognize the supreme role of the "Constitution of the People's Republic of China" within the PRC legal system.
  2. Explain the constitutional position of the Hong Kong Special Administrative Region in the national constitutional system as defined by the "Basic Law of the Hong Kong Special Administrative".
  3. Describe the concept of national security.
  4. Identify the relationship between the Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region, the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China, and the Ordinance on Safeguarding National Security;
  5. Explain the responsibility of Hong Kong residents to uphold national security under Article 6 of the " the Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region."
  6. Discuss the obligation of the Hong Kong Special Administrative Region to conduct national security education under Article 10 of the Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region.

Assessments

  • A one-hour in-class quiz (multiple choice and short questions) on concepts, principles and theories (60%); and
  • Group Presentation (40%)

Award

Upon successful completion of the programme, students who have passed the continuous assessment and final assessment with attendance no less than 70% will be awarded within the HKU system through HKU SPACE a "Certificate for Module (Constitution, Basic Law and National Security Law)".

Professor Leung Mei Fun Priscilla

Professor Leung Mei Fun Priscilla

Background

Professor Priscilla Leung Mei-fun, GBS,JP, is Professor of Practice at the School of Law, City University of Hong Kong, and a Legislative Council member. She serves on the Hong Kong Basic Law Committee of the NPCSC and a delegate of National People’s Congress. Her research focuses on Comparative Law, Constitutional Law, the Hong Kong Basic Law, Administrative Law and Disputes Resolution among Hong Kong, Mainland China and Taiwan.

Mr. Wu Yingpeng

Background

Mr. Wu Yingpeng (Albert) obtained his Bachelor of Laws from Beijing Normal University in 2009, his Master of Laws from Renmin University of China in 2011, and his Juris Doctor from City University of Hong Kong in 2016. He further earned his Postgraduate Certificate in Laws from Hong Kong in 2017. Currently, he is pursuing his Edvanced Master of Public Administration (EMPA) at Tsinghua University.  Albert is a dual qualified legal practitioner in both HKSAR and Mainland China, with main practice areas in civil and commercial litigation. Albert has considerable experience in dealing with complex cross border cases. He provides expert opinion on PRC law to HK courts, and also advises People’s courts in Mainland China on HK law. Albert has been elected as a member of Election Committee of Hong Kong SAR, a member of the Chinese People's Political Consultative Conference (CPPCC) Guangdong Provincial Committee. Albert also serves as a council member of the Chinese Judicial Studies Association of the Supreme People’s Court and is a member of the China Law Society, a member of the Western Returned Scholars Association, and a member of Chinese Association of Hong Kong and Macau Studies.

Dr. Yang Yuyuan

Background

Ph.D. in International Law, with dual Master's degrees in Economics and International Arbitration & Dispute Resolution. Holds an LL.B. from Peking University. She has been a Visiting Scholar at Harvard University and Nanyang Technological University, Singapore. A former judge at an Intermediate People's Court in Mainland China, Dr. Yang possesses extensive practical experience in judicial proceedings. She currently serves as a Guest Professor for Peking University's Boya Program, a Guest Professor and Think Tank Expert at the Chinese Academy of Management Science, a Distinguished Professor at Nanjing University's Huiwen Institute of Artificial Intelligence, and a Postdoctoral Researcher at Moscow State University. She is a recognized expert in the China-Germany Legal Experts Database and a specialist in the Foreign-related Legal Professionals Database. In addition to her academic and research roles, she is an international arbitrator and mediator, a partner at a prestigious law firm, and a legal advisor to multiple embassies in China.

Entry Requirements

Applicants should meet one of the following criteria:

  1. Completion of the Hong Kong Diploma of Secondary Education Examination.
  2. Completion of the Hong Kong Certificate of Education Examination.
  3. Hold equivalent academic qualifications.

Applicants with a background in legal education or work experience in the legal industry will be given priority consideration.

Course fees can be paid by cash, EPS, WeChat Pay or Alipay at any HKU SPACE Enrolment Centres.

2. Cheque Or Bank draft

Course fees can also be paid by crossed cheque or bank draft made payable to “HKU SPACE”. Please specify the programme title(s) for application and applicant’s name. You may either:

  • bring the completed form(s), together with the appropriate course or application fees in the form of a cheque, and any required supporting documents to any of the HKU SPACE enrolment centres;
  • or mail the above documents to any of the HKU SPACE Enrolment Centres, specifying “Course Application” on the envelope. HKU SPACE will not be responsible for any loss of personal information and payment sent by mail.
3. VISA/Mastercard

Applicants may also pay the course fee by VISA or Mastercard, including the “HKU SPACE Mastercard”, at any HKU SPACE enrolment centres. Holders of the HKU SPACE Mastercard can enjoy a 10-month interest-free instalment period for courses with a tuition fee worth a minimum of HK$2,000; however, the course applicant must also be the cardholder himself/herself. For enquiries, please contact our staff at any enrolment centres.

4. Online Payment

Online application / enrolment is offered for most open admission courses (enrolled on first come, first served basis) and selected award-bearing programmes. Application fees and course fees of these programmes/courses can be settled by using "PPS by Internet" (not available via mobile phones), VISA or Mastercard. In addition to the aforesaid online payment channels, new and continuing students of award-bearing programmes with available online service, they may also pay their course fees by Online WeChat Pay, Online Alipay or Faster Payment System (FPS). Please refer to Enrolment Methods - Online Enrolment  for details.

Notes

  • If the programme/course is starting within five working days, application by post is not recommended to avoid any delays. Applicants are advised to enrol in person at HKU SPACE Enrolment Centres and avoid making cheque payment under this circumstance.

  • Fees paid are not refundable except under very exceptional circumstances (e.g. course cancellation due to insufficient enrolment), subject to the School’s discretion. In exceptional cases where a refund is approved, fees paid by cash, EPS, WeChat Pay, Alipay, cheque, FPS or PPS by Internet will be reimbursed by a cheque, and fees paid by credit card will be reimbursed to the credit card account used for payment. 

  • In addition to the published fees, there may be additional costs associated with individual programmes. Please refer to the relevant course brochures or direct any enquiries to the relevant programme team for details.
  • Fees and places on courses cannot be transferrable from one applicant to another. Once accepted onto a course, the student may not change to another course without approval from HKU SPACE. A processing fee of HK$120 will be levied on each approved transfer.
  • HKU SPACE will not be responsible for any loss of payment, receipt, or personal information sent by mail.
  • For payment certification, please submit a completed form, a sufficiently stamped and self-addressed envelope, and a crossed cheque for HK$30 per copy made payable to “HKU SPACE” to any of our enrolment centres.
