In 1957, no education institutions were providing law programmes in Hong Kong. Anyone who wished to pursue a career in the legal field had to go to the UK to study. To address this situation and provide affordable legal education for locals in Hong Kong, the DEMS offered a pioneer law course in its establishing year.
